Antique Chester NY Wood Block Plane Cutter Woodworking Tool 26 Carpentry

I acquired this in a storage locker of antiques. The only marking I saw was on the blade that was legible said "Chester NY". The handle came out and needs re-adhered. It looks like a piece of wood broke off the top of the handle. Not sure how it works, but all that is included is in the photos.
